Leonard Dougal Speaks on Water Supply and Land Development Strategies at TexasBarCLE Real Estate Seminar

Jackson Walker partner Leonard Dougal will speak at the TexasBarCLE 8th Annual Advanced Real Estate Strategies seminar in Galveston, Texas, December 4-5, 2014. Mr. Dougal will participate in a panel discussion titled “Utilities and Water for Real Estate Strategies (If You Can’t Flush It, You Can’t Build It).” The seminar is co-sponsored by the Real Estate, Probate and Trust Law Section of the State Bar of Texas and focuses on strategies for dealing with the problems that arise in the development and financing of real estate.

Mr. Dougal and Jackson Walker associate Mallory Beck co-authored a related paper titled “Current Water Utility CCN Decertification Issues at the Public Utility Commission of Texas.” To read the paper, CLICK HERE.

Mr. Dougal represents a diverse group of clients in complex environmental permitting and water supply matters, including energy companies involved in shale development, power generation companies, real estate developers and special utility districts. He is also active in water quality issues where he represents mining and energy companies, developers and agricultural operators in permit and compliance matters. Mr. Dougal is a frequent speaker at bar and continuing legal education seminars on emerging water law issues. He is a co-author of two chapters in the treatise on Texas water law, The Essentials of Texas Water Resources. Mr. Dougal received his B.S. in chemical engineering, with honors, from the University of Texas at Austin and his J.D., with honors, from the University of Texas School of Law.

Ms. Beck’s environmental and litigation experience includes assisting clients in obtaining permits, such as water permits and surface coal mining permits, and protecting the client’s permit rights through contested case hearings and subsequent appeals. She has also aided clients in litigation to enforce statutory obligations of governmental entities to issue permits. Ms. Beck also advises clients, including special utility districts and water supply corporations, regarding water rights and transactions. Ms. Beck received her B.A., summa cum laude, from Texas A&M University and her J.D. and LL.M. in International and Comparative Law from Duke University School of Law.
