Biography
Lynn Sherman is a partner in the Environmental, Regulatory, & Legislative practice group in Jackson Walker’s Austin office. Lynn has over three decades of experience in addressing and resolving complex water-related challenges. His practice spans every corner of the state, encompassing every river basin, major aquifer, and most minor aquifers.
Through his diverse roles as a lawyer, consultant, executive, and thought leader, he has shaped the landscape of water policy, development, and conservation in Texas. Lynn’s expertise is particularly evident in his involvement with major water projects across Texas. He has played a pivotal role in the development of three of the longest water pipeline projects, the negotiation of two of the largest water sales agreements, and the completion of two of the largest water rights purchases, among numerous other public and private water initiatives.
Lynn’s leadership extends into the public sector, where he has served as an executive for the state’s largest river authority, as well as in the private sector, where he has led initiatives to develop water projects with private capital. Lynn has contributed significantly to the discourse on water issues, co-authoring many authoritative works that have advanced knowledge and understanding of Texas’ water challenges, including the seminal law review article on the Rule of Capture in Texas. His work has provided actionable solutions to some of the state’s most pressing water issues.
