Biography
Patrick R. Cowlishaw serves as advisor and advocate in complex litigation and regulatory matters, most often to clients in the electric power, solid waste management, and telecommunications industries. Pat leads the firm’s electric power regulatory practice, recognized as leaders in Texas since Chambers began reporting that category in 2011. In contested proceedings before the Public Utility Commission of Texas (PUCT), in the stakeholder process at the Electric Reliability Council of Texas (ERCOT), and in state and federal courts in and around Texas, Pat offers deep experience helping clients make sound strategic judgments and build compelling presentations in fast-changing regulatory and industry environments. In controversies that often require navigating complicated technical, financial, and public policy arguments, as well as legal issues, Pat is able to keep the focus on his clients’ business objectives, with a record of resulting success.
Pat also is proud to have been entrusted by his partners with the responsibility to serve as the firm’s General Counsel, advising on matters of professional responsibility.
