Biography

William has extensive litigation experience in addition to substantial transactional, regulatory, and compliance experience.

Commercial Litigation

William has represented clients in numerous complex commercial litigation matters. William has secured defense judgments in cases representing over $202 million in amounts in controversy collectively and defended or asserted government contract procurement matters involving contracts worth more than $100 million collectively. William has successfully argued at the U.S. Court of Appeals for the Fifth Circuit in addition to trial courts across the country. William has litigated contract disputes, business torts, employment cases, product liability cases, finance cases, personal injury cases, oil and gas cases, construction and real estate cases, media cases, healthcare cases, and government procurement matters. William has handled all stages of litigation – from discovery through trial and appeal.

Commercial Transactions, Regulatory and Compliance

William has negotiated and drafted a variety of commercial contracts, ranging from contracts governed by the UCC to IT contracts, supplier/distributor contracts, Master Services Agreements, EPC contracts, real estate contracts, and finance contracts. William has also advised businesses on export compliance measures (e.g., ITAR, EAR), employment policies, and employment disputes. William has extensive knowledge of numerous regulations affecting businesses, ranging from energy regulations (e.g., FERC, P.U.C. rules) to healthcare regulations (e.g., CMS regulations, hospital-licensing regulations, HIPAA), to data-security regulations, to lending regulations (e.g., TILA, Regulation Z, FCRA). His extensive knowledge of state and federal regulations affecting businesses makes him a valuable asset to any client. In addition to his experience with commercial transactions and in advising on regulatory and compliance matters, William also advises on matters of corporate governance and business entity formation with a focus on avoiding litigation.

Healthcare and Insurance

William also has extensive experience in representing clients in matters involving healthcare providers, managed care companies, and commercial insurers relating to reimbursement, network contracts, and general insurance disputes. William has experience with the Texas Prompt Pay Act, HIPAA, and ERISA and has represented clients in disputes involving Medicare reimbursement, hospital licensing, and insurance. William also provides advice regarding state and federal regulations impacting healthcare providers and has extensive knowledge of federal and Texas anti-kickback statutes. William understands the issues facing insurers and healthcare providers, and seeks to provide efficient, business-oriented solutions, while ensuring compliance with all laws and regulations.

Government Contracts and Procurement

William has also successfully represented clients in a wide range of government contracting and procurement matters at every level – federal, state, and local. At the federal level, he has assisted clients in navigating the Federal Acquisition Regulations (FARs), Defense Federal Acquisition Regulation Supplement (DFARS), and a wide range of federal statutes and regulations impacting government contracting and procurement (e.g., Truthful Cost or Pricing Data Act, False Claims Act, etc.). Additionally, he has assisted clients with bid protests at the federal level and with SBA size classification matters.

At the state and local government level, William has assisted clients in navigating government contracting and procurement matters across the country and at all phases of a government contract – from bid solicitation to contract negotiation to contract performance issues. William has prosecuted or defended bid protest actions in nearly a dozen states, involving hundreds of millions of dollars collectively.

William provides advice and assistance at all stages of the government contracting and procurement process, including the initial bid-submission process, administrative proceedings, litigation of contract awards, post-award administrative matters, and contract performance issues. Additionally, William has experience with statutes providing for open government, including (among others) the federal Freedom of Information Act and the Texas Public Information Act. William has fought on both sides of the open records issue – seeking to acquire information under open records laws and seeking to keep sensitive client information from being acquired, mostly from competitors.

Awards, Bar, and Community

William was selected by Super Lawyers for its “Rising Star” list in Texas in 2019, 2020, 2021, and 2022. This list recognizes only 2.5% or less of eligible attorneys in each state. William was also elected a Fellow of the prestigious Texas Bar Foundation, which restricts annual invitations to the top 1/3 of 1% of all Texas attorneys. While in law school, William served on the senior editorial board of Virginia Tax Review and interned in the office of the Honorable Lynn N. Hughes in the United States District Court for the Southern District of Texas. William also interned for the United States Attorney’s Office for the Western District of North Carolina and clerked for Jackson Walker. While in college, William was a member of the National Society of Collegiate Scholars, Phi Kappa Phi National Honor Society, Lambda Sigma National Honor Society, and Phi Eta Sigma National Honor Society. He serves on the Houston Bar Association’s Law and Media Committee. William is a member of the Bar Association of the Fifth Federal Circuit and the Houston Bar Foundation. William has published numerous law review articles. He is an Eagle Scout.
