Biography
Lisa provides regulatory assistance to clients in the mining and electric utility industries including regulatory compliance, preparing and coordinating permit submittal packages to state and federal agencies and project management.
Working in several states during the last 25 years, Lisa has acquired extensive technical skill in regulatory and environmental permitting, project engineering, budgeting and management; review and monitoring of property acquisition; operations support; and preparation and review of permit applications to state and federal agencies.

B.S., Mining Engineering, University of Pittsburgh
Lisa has participated in contested case hearings as a testifying witness, in addition to assisting attorneys in preparation for and throughout the hearing process. She is accustomed to working with regulators on a regular basis from permitting new coal mines to day-to-day regulatory compliance, including working at mine sites.

On February 11, 2022, the Texas Supreme Court established critical precedent on administrative law principles and the faithful application of the law. Texas mine owner and operator Dos Repúblicas, represented by Appellate Practice Chair Jennifer Caughey and her team, prevailed.
Lisa has served as project manager for several client projects involving new surface mine permits, personally preparing new mine permit applications, assisting with Environmental Impact Statements and Biological Opinions for new mines, hiring and directing consultants for mine permit applications, overseeing numerous consultants for other permits required to open a new mine, managing budgets for such projects as well as controlling scope, cost and timelines. Her experience includes providing regulatory and technical assistance to clients for permitting with the U.S. Environmental Protection Agency, U.S. Army Corps. Of Engineers, U.S. Fish and Wildlife Service, Railroad Commission of Texas, Texas Commission on Environmental Quality, Texas Historical Commission, and Texas Parks and Wildlife Department.
