Biography
Wendy Montoya Cloonan advises cities, school districts, community college districts, universities, local government corporations, conduit issuers and other political subdivisions in structuring all types of financing transactions. She has extensive experience serving in multiple capacities on financing transactions, including bond counsel, disclosure counsel, underwriters’ counsel and issuer counsel.
Wendy also provides general counsel services to public and quasi-public entities. She currently serves as General Counsel for the Harris County Cultural Education Facilities Finance Corporation and the Harris County Health Facilities Development Corporation, and previously advised the City of Houston’s Health Facilities Development Corporation, Higher Education Finance Corporation, and Industrial Development Corporation in the same capacity. Her practice has also included counseling special purpose districts and political subdivisions on public-sector governance matters, including elections, procurement, open meetings, and public information requirements.
Before joining Jackson Walker, Wendy started her career in Am Law 100 firms and went on to co-found Cantu Harden Montoya LLP and earlier established The Law Office of Wendy Montoya Cloonan PLLC, where she concentrated on public finance and public policy matters.
