Biography
Edgar “Jed” C. Morrison, Jr., has practiced healthcare law for over 40 years. He served as Republican counsel to the U.S. House of Representatives Budget Committee and, later, counsel to the Healthcare Financing Administration in Washington, D.C., before returning to Texas. Jed joined Jackson Walker as one of the founding members of its Healthcare Law section in 1994. He focuses his practice on the regulatory and transactional aspects of healthcare law, and is one of the original class of board certified health lawyers in Texas.
Jed exclusively represents healthcare providers and other industry participants. His primary focus is helping his clients plan and structure their business operations to maximize their competitive effectiveness, while remaining aware of and compliant with vast state and federal healthcare laws and regulations.
Among other honors, Jed holds the Martindale-Hubbell AV Preeminent Rating, has served on the Exam Commission in Health Law for the Texas Board of Legal Specialization, and is a Past Chair of the State Bar of Texas Health Law Section.

HDHPs Can Now Encourage Primary Care Use Without Impacting HSA Tax Benefits

Historically, employers seeking to incentivize employees to seek health care and preventive care from primary care physicians instead of specialists did so through copays or other health plan financial incentives if the health plan was intended to qualify as a high deductible health plan (“HDHP”) so the employees could make tax-deductible Health Savings Account (“HSA”) contributions, and the HDHP was the employee’s only health plan coverage.

Centers for Medicare & Medicaid Services Announces WISeR Program

Effective January 1, 2026, the Centers for Medicare & Medicaid Services (CMS) has adopted a test program to reduce inappropriate utilization of certain selected Medicare procedures. The program, the Wasteful and Inappropriate Services Reduction (WISeR) Model, will be implemented for six years in six states, including Texas and Oklahoma. WISeR only applies to traditional fee for service Medicare, but the result of the pilot program will likely be significant, with additional denials of coverage for the listed procedures in those states.

CMS to Require Vaccinations for Workers at Medicare and Medicaid-Certified Facilities

The Centers for Medicare & Medicaid Services (CMS) has announced that it will issue emergency regulations expanding its requirement for nursing home staff to be vaccinated to include workers at Medicare and Medicaid-certified hospitals, dialysis facilities, ambulatory surgical settings, and home health agencies, among others.
