Biography
Victoria Morris is an associate in the Land Use practice group of Jackson Walker. Her practice focuses on representing property owners, real estate developers, educational institutions, and non-profit organizations in a variety of land use and real estate development matters, including zoning, planned development districts, specific or special use permits, sign regulations, economic development incentives, permitting, and land use litigation.
With a strong commitment to client success, Victoria values collaborating as a team with her colleagues and clients, fostering open communication, developing tailored strategies, and finding solutions that address both immediate concerns and long-term objectives for every client.
Prior to joining Jackson Walker, Victoria served as a Legal Associate at a leading global investment banking, securities, and asset management firm.
During law school, Victoria attended a summer program at Oxford University’s University College, where she studied international and human rights law. In addition, she worked as a student attorney for the Actual Innocence Clinic and served as the JD/MBA Society President and JD/MBA SBA Representative.

City of Dallas Eases Parking Mandates

On Wednesday, May 14, 2025, the Dallas City Council approved sweeping changes to the minimum off-street parking requirements under the Dallas Development Code, a process that began in 2019. The City’s imposed off-street requirements were originally adopted in 1965 and have only undergone minor updates since.

City of Dallas Processes First Fee-in-Lieu Payment for Mixed Income Housing Program

The City of Dallas has processed its first fee-in-lieu payment as part of their Mixed Income Housing Development Bonus (MIHDB) program. On May 11, 2022, Dallas City Council approved an amendment to the MIHDB program that allows developers to participate in the MIHDB program by contributing a fee into the MIHDB Fund in lieu of having on-site or phased development.
