Mike Nasi joined Michele Richmond (Texas Competitive Power Advocates) to survey recent statutory and rule changes, court decisions, and the political and business factors shaping implementation. The session highlighted practical implications for risk, compliance, investment, and project development across Texas’s energy markets.

Perspectives on Large Load Project Development and Interconnection in ERCOT

Moderated by Meghan Griffiths, panelists Kelly Frazier (Targa Resources Corp.), Clayton Greer (Cholla Energy, LLC), and Jillian Piccione (Rowan Digital Infrastructure) discussed large load development in ERCOT, including interconnection, timelines, siting, and infrastructure dependencies. The conversation addressed market signals, system planning, and risk allocation to balance speed-to-market with reliability and cost predictability.

Ensuring Reliable Natural Gas Supply and Transportation: Key Commercial and Legal Considerations

Jesse Lotay and Heather Waters outlined key commercial and legal considerations for reliable natural gas supply to large end users. Topics included pipeline infrastructure and takeaway capacity, tariffs and rate design, strategies for supply–demand imbalances, and contractual tools such as firm transportation, storage and balancing, curtailment protocols, and performance remedies to support continuity, cost certainty, and compliance.

Meghan and Jesse also served on the Institute’s Planning Committee.
