Biography
Baker Howry is an attorney in the Healthcare & Life Sciences practice of Jackson Walkerâs Houston office. She counsels a diverse range of healthcare clients in Texas and nationwide, including hospitals, physician practices, physician-owned entities, healthcare and veterinary care start-up ventures, and animal and veterinary health businesses of all sizes. Bakerâs practice encompasses regulatory, transactional, and compliance matters, as well as healthcare fraud and abuse. She regularly guides emerging companies through entity formation, corporate governance, operational structuring, and regulatory compliance strategies. Baker has developed particular depth in the digital health, telemedicine, and telehealth sectors, advising both healthcare and veterinary care providers navigating this evolving landscape. She counsels clients on HIPAA compliance, data privacy and security obligations, managed care contracting, licensure requirements, and scope of practice matters before state licensing boards. Baker also represents clients in healthcare and securities fraud investigations and advises on complex regulatory and compliance issues arising under federal law, Texas law, and the laws of other jurisdictions.
Baker began her legal career in litigation, gaining substantial experience at all stages of the litigation process, including discovery, depositions, and drafting state and federal court motions. This foundation gives her a distinctive perspective in her regulatory and transactional practiceâenabling her to anticipate potential disputes, identify risks proactively, and counsel clients on strategies to mitigate exposure and avoid litigation.
Baker currently serves on the Houston Young Lawyers Association Board of Directors as well as the South Texas College of Law Houston Alumni Association Board of Directors. Prior to Jackson Walker, Baker worked in the Government Affairs office of the American Dental Association as the Lead Project Assistant for the Regulatory and Congressional Affairs team and as the ADPAC Senior Project Assistant. She also worked in the Washington, D.C. offices of Congressmen Lloyd Doggett (Texas) and Ben Ray Lujan and served as an intern for the Government Relations team of the American Association of Orthopaedic Surgeons.
