Biography
As a Houston-based international trade and national security attorney, Cameron is a strategic problem-solver for companies facing “trade trouble”-whether ensuring compliance with rapidly evolving import or export regulations or defending against government enforcement actions (e.g., CF-28, penalty notice, notice of action, customs seizure). A two-time national debate champion turned Houston trade lawyer, Cameron is a top-rated advocate who combines deep regulatory knowledge with proven courtroom advocacy skills to deliver results for multinational corporations, private equity sponsors, and emerging growth companies. He serves as primary client contact for sophisticated global clients, directing case strategy, managing cross-functional teams, and engaging directly with the federal agencies that shape U.S. trade policy.
Industry Experience
He advises clients across a diverse range of industries, including semiconductors, defense and aerospace, agri-chemicals, social media, software, electric vehicles and batteries, metal manufacturing, industrial components, wood products, building products, furniture, oil and gas, e-commerce, and consumer products. With over eight years of experience as a Gulf Coast trade law attorney, Cameronâs work has spanned the spectrum on both the export and import sides of US trade law.
Export Controls
BIS Licensing and ITAR compliance under BIS and DDTC regulations, including advanced computing and semiconductor manufacturing equipment rules (15 CFR 744.6), encryption and cybersecurity technology controls (EAR Category 5 Part 2), Entity List restrictions, Military End User (MEU) designations, de minimis rule analysis, Foreign Direct Product Rule (FDPR) analysis, and deemed export compliance. Cameron also provides sanctions counseling and OFAC licensing strategy for programs covering Cuba, Venezuela, Russia, and Iran. When defending clients against alleged violations of the foregoing regulations, Cameron has secured significant penalty reductions in BIS, DDTC, and OFAC enforcement matters-including helping one client avoid criminal penalties entirely.
Import Experience
Anti-Dumping and Countervailing Duty (AD/CVD) investigations before the U.S. International Trade Commission and Department of Commerce; customs compliance, including HTSUS classification, valuation, duty calculation, Section 232 tariffs, and post-summary correction recovery (including in one instance a seven-figure refund); Foreign Trade Zones (FTZ) and Section 301 tariff litigation and IEEPA challenges. Cameron also advises on specialized import regulations, including FAA requirements for aircraft, DOT regulations for vehicles, U.S. Fish and Wildlife Service regulations, and ATF regulations for firearms and explosives.
M&A Diligence
A growing component of Cameron’s practice involves supporting private equity sponsors and corporate acquirers with trade compliance diligence in M&A transactions. He regularly advises on export control diligence (ITAR ownership transfers, DDTC MAD notifications, ECCN/USML classification, deemed export issues), sanctions screening, and the negotiation of trade-related representations and warranties. Cameron is a US trade law attorney who also counsels clients on Committee on Foreign Investment in the United States (CFIUS) considerations, Treasury Department outbound investment restrictions targeting semiconductors, AI, and quantum computing in countries of concern, and state-level foreign ownership restrictions, such as Texas SB-17. This transactional experience-combined with his deep understanding of how trade agencies operate-makes Cameron a trusted Gulf Coast trade lawyer when deals involve targets with international supply chains, defense-related products, or emerging technologies subject to national security controls.
Litigation Background
Cameron’s litigation skills sharpen his trade practice. He manages complex, high-stakes matters from inception through resolution, regularly appearing before federal courts to argue contested motions and examine witnesses. His experience includes taking and defending multi-day depositions, successfully prosecuting emergency relief (TROs and injunctions), handling discovery disputes (sanctions and compel motions), and filing dispositive motions (dismissal and summary judgment). This courtroom experience-developed through bankruptcy adversary proceedings, title insurance defense, CERCLA Superfund litigation, M&A disputes, and business divorce matters, translates directly to his ability to advocate fiercely for clients facing trade enforcement actions or penalty assessments.
Prior to Law
Before practicing law, Cameron served students in Houston’s Second and Third Wards as a high school teacher and debate coach with Teach for America. Drawing on his debate experience, he led his students to regional and Texas UIL Debate Championships and helped 17 students secure full cost of attendance scholarships at four-year universities.
