Biography
Taylor Cummins is a Governmental Affairs Consultant Attorney in Jackson Walker’s Austin office, where she represents clients on a broad range of policy and regulatory matters. Her practice centers on legislative advocacy, policy development, and strategic counselâguiding clients through every stage of the legislative process, from shaping and advancing priority legislation to navigating the state budget, during both the regular session and the interim.
Taylor has advised clients on a wide array of issues, including the state budget process and the passage of priority legislation. Her clients span energy, healthcare, pharmaceuticals, retirement systems, hospital finance, special utility districts, occupational licensing, healthcare quality, family violence advocacy, aggregates, electric cooperatives, and power generation.
Taylor has developed a particular focus on energy and infrastructure policy, counseling electric cooperatives, power generation companies, andâincreasinglyâdata centers. As data center development emerges as one of the defining policy issues facing Texas, she closely monitors the legislative and regulatory landscape in this space and advises clients on the issues expected to take center stage during the next legislative session.
Taylor brings to her government affairs practice a strong foundation in corporate law. For the first seven years of her career, she practiced as a corporate attorney, concentrating on middle-market mergers and acquisitions while also advising clients on corporate governance matters and equity issuances. That transactional experience gives her practical insight into the business and financial considerations that drive her clients’ policy priorities.
Prior to Jackson Walker, Taylor practiced at a Fort Worth-based law firm. She also interned for the Honorable Robert A. Junell of the Western District of Texas.
