Phil is an accomplished Chambers-ranked healthcare attorney with extensive experience advising a broad range of healthcare industry stakeholders and providers on complex transactional and regulatory matters across the country.

Phil’s work includes counseling private equity firms, health systems, hospitals, digital health companies, ambulatory surgery centers, physician groups, home health providers, hospices, and other healthcare companies on mergers and acquisitions, joint ventures, and operational issues. Phil has also guided multinational technology companies entering the digital health space and represented public medical device, biotechnology, and pharmaceutical companies in securities offerings.
His expertise includes negotiating various healthcare arrangements and provider agreements, transitioning large physician groups, and handling professional services and affiliation contracts. On the regulatory side, Phil regularly advises on compliance, liability, and key healthcare laws such as the Stark Law, anti-kickback statutes, and HIPAA/HITECH.

Phil received his B.A., with honors, from the University of Texas at Austin and his J.D., cum laude, from Southern Methodist University Dedman School of Law.
