Biography

Now largely retired, Patrick R. Cowlishaw served as advisor and advocate in complex litigation and regulatory matters, most often to clients in the electric power, solid waste management, and telecommunications industries. Pat led the firm’s electric power regulatory practice, recognized as leaders in Texas since Chambers began reporting that category in 2011. In controversies that often required navigating complicated technical, financial, and public policy issues, as well as legal ones, Pat’s deep experience helped clients make sound strategic judgments and build compelling presentations in fast-changing regulatory and industry environments with a record of resulting success.

Pat also was grateful to serve as Jackson Walker’s first General Counsel, a position he held from 2008 through March 2022.
